Project Overview

The GBA Coordinated Ports Project (“Coordinated Ports”), as a major project of China Merchants Port Group Co.,Ltd.  aims to provide strong support to construction of the most competitive port transport system while setting an example of successful enhancement of international trade environment and incubation of technological innovations in Shenzhen and development of the Great Bay Area.

This project will build a port blockchain network connecting customs, ports, shippers, freight forwarders, financial institutions and other relevant parties by application of blockchain and big data with support of technologies like Artificial Intelligence, Cloud Computing and Internet of Things. The long-term visions of precise supervision, intensive logistics, intelligent operation, visual process and financial inclusion will be achieved through integration and sharing of information stream, logistics and capital flow.

Project Features

Customs Clearance at the Coordinated Ports & Its Three Features:

    Offsite berthing, cargo liners berthed in Shekou Port will be considered to berth in an inland terminal within the Pearl River Delta, so Shekou-based shipping agents and tally companies may send their cargo manifests and tally sheets for coordinated ports customs clearance to local customs directly;

    Declaration to local customs, importers and exports may complete the entire process from imports and exports declaration, inspection and release at local customs;

    Allocation & movement, terminals at both sides are responsible for allocation and movement of containers within their areas,
    the blockchain platform perform cross verification and effective supervision of cargo allocation and movement using declaration data received from relevant parties

The project, making full use of state-of-the-art blockchain technology, builds a blockchain-based foundation for convenient transport and trading in import and export ports in the GBA, provides players engaged in import and export with an information sharing platform, connects data from all sources, removes barriers to data exchange, reduces data exchange cost of port transport and offers customs and governments effective support in supervision in the form of data.
On March 31, 2020, an agreement was signed by China Merchants Group and Ping An Group for joint development of a transport and trade facilitation blockchain platform for GBA Coordinated Ports. The project is a step taken to respond to the state government’s call for turning Shenzhen into a pilot demonstration zone of socialism with Chinese characteristics. The project also catalyzes construction of smart ports, helps ports and relevant companies reduce cost while increasing efficiency, improves customs clearance efficiency and trade environment, and builds a foundation for development of the trading industry in the GBA.
The opening ceremony of the Coordinated Ports Project was held on November 9, 2020. The transport and trade facilitation blockchain platform for GBA Coordinated Ports won a high level of recognition among major customers in the GBA, promoted the efficient and convenient flow of logistics elements in the area, and enhanced the level of market integration, it was believed that the the continuous efforts of CMG, Ping An Group and other parties would make the Coordinated Ports Project a robust catalyst for development of Shenzhen into a world leading port city, economic and social development of the Pearl River Delta, and resource sharing, complementation, mutually rewarding and win-win landscape in the GBA, according to Miao Jianmin, Chairman of CMG.

Project Future Planning

In the future, the project will reproduce its gradually mature blockchain platform and innovative mode of customs clearance in the wider Pearl River Delta, improve its existing systems and mechanisms gradually, combine advanced technologies and ideas to solve new problems in the fields of operations and technology, reduce cost while increasing efficiency for importers, exporters and parties involved in port transport in the GBA, support functional authorities like the Customs, make greater contributions to economic growth in the area, and lay a foundation, deeply rooted in the GBA, for construction of the Belt and Road that links ports in and outside China at sea.
